All Muck is Local: Milwaukee

Michael McGee is always being misunderstood.

The alderman for the sixth district of Milwaukee, McGee was arrested Monday on state and federal charges. The federal investigation started back in May 2006, when the FBI caught wind that McGee was strong-arming small businesses in his constituency by threatening to withhold liquor licenses unless they paid him cash.

But federal investigators hurriedly arrested McGee on Monday after, according to the Milwaukee Journal Sentinel, they recorded him and two friends conspiring to murder a man named Pierre. The allegations of murder conspiracy have since been changed to substantial battery after the tapes showed one of the defendants deciding he didn’t want Pierre dead but merely to receive a “head-busting.”

McGee’s lawyer Glen Givens calls the whole situation a misunderstanding; at fault is not McGee, but rather the FBI’s complete lack of street cred. Givens maintains that planning to have Pierre get “bust up and beat down” is, at best, a misdemeanor charge. “You have to look at who's using the language, what community it comes from before you can draw conclusions about what it is that's being communicated,” says Givens.

Indeed. After all, McGee has been misunderstood before. Like when authorities didn’t think it was constructive political discourse to give out a former School Board Member’s number and say the man should be “hung” for his “betrayal of the community.” Or the time that McGee allegedly told the mother of his child “if you drive by my house, I’m going to kill your ass” during a court hearing in which she was pursuing a restraining order against him.

Unfortunately, the local district attorney John Chisholm is unconvinced. Although he doesn’t believe that McGee intended to commit murder, neither does he look kindly on McGee and friends saying they would be “peeling [Pierre’s] wig back” and “sew his cap together.” Says Chisholm, "I don't have a degree in street terminology, but the intent is pretty clear…. That is a substantial battery." The final nail in the coffin for Chisholm is a recording of McGee saying, “that n----r needs some quicksand.” The feds just don’t understand.

I worked with Michael's gramma, Geneva McGee, in the late 70s and early 80s. From what I know, the McGees are a fine family that works to promote the interests of the African-American community.

The Milwaukee establishment hates the McGees.

It's just that simple.

Wasn't the Milwaukee USDA involved in the US Attorney scandal? Is this just one more attempt by the BUSHTHUGS to punish local minority activists?

Just wondering....

Isn't it strange that news about minority arrests travels further and faster than news about white arrests?

By the way, I'm white, not that that should make a difference but it does to our media and our websites because they are embedded in the dominant culture of the US.

And you can be certain that minorities are more likely to agree with my argument here, while many of my white brethren still refuse to, well, get it.

I've lived in Milwaukee for 22 years, and Mr. Krogman is cherry picking his facts. McGee's dad, Michael McGee, Sr., was an alderman in the late 1980s when he promised to create widespread civil unrest unless the city invested $100 million in the inner city. He hinted at disrupting the city's annual circus parade, and Milwaukee Bucks games. Fortunately, Mayor Norquist stood firm and McGee, Sr. backed off. He lost his seat the following year when the city redistricted, and included Sherman Park in McGee's ward, with its large population of middle class, educated black voters. Democratic thugs? I think not.

McGee junior was the subject of a recall drive last year, but he survived a special election, gathering 60% of the vote on a six person ballot, but his ward doesn't include Sherman Park. If junior wants to help the African American community, we should jump off the Hoan Bridge, or moved to Fallujah.

That's a rather unwarranted assumption. It's pretty common for the FBI when dealing with corruption or conspiracy to, when given a claim by someone involved that checks out, get a wire. Heck, if the person on the other side agrees to it, there is no need for the court order (since he is essentially acting as a direct informant). With someone who has a history of violent threats and a credible claim, it's hard to imagine a judge wouldn't approve a tap if credible claims of a murder conspiracy came up.

Also noteworthy is Biskupic's prosecution and jailing of Wisconsin vet Keith Roberts while he appeals a fraud conviction. I suppose I feel I need to be crude in order to get the point through to thicker skulls.

And I admit that I don't know enough to make an informed judgment. Milwaukee recently got a new DA and I wouldn't be surprised if the DA is trying to show his stuff. When is his next election?

The charges against McGee are unproven allegations at this time.

It would not be unprecedented if there is some underlying racism involved, on the part of local and FBI authorities. It is a clear fact that Milwaukee is one of the most geographically segregated cities in the US, although I'm not up to date on its rank (these things don't change fast). Many of my black friends felt that Milwaukee was a pretty racist town. when I lived from 1978 to 1985. It was quite segregated and there are a lot of white folks who do their part.

I hope for the McGee family that these charges are shown to be unfounded. I happen to have an Afri/Native/Anglo-American son (order unknown) who went through a trial and was acquitted of most charges. Racism exists throughout America.

We cannot forget that. Ever. My son sure can't.

Some facts to back this up a little. Sadly for us dems, this is a pretty ugly situation. Except of course McGee is in a "nonpartisan" office so we don't have to claim him.

And we never will. McGee is kind of smart, kind of committed to his constituents, which is to his great credit. However, he says stupid stuff ALL THE TIME. And stupid is being polite. He has the anti-gay, anti-white bullshit reputation for sadly appropriate reasons.

Anyway, he got in trouble a while back for the girlfriend thing a while back (plus possible social security fraud-- he's got a couple identities and his name may or may not be Michael Jackson). The wingnuts love him because he keeps on giving. But then they tried to recall him. And his district wasn't into whitey telling them what to do, so he won his recall election in a landslide.

Unfortunately, it became apparent he was corrupt (allegedly) and was making businesses donate to his campaign in order to get or keep liquor licenses. Obviously, somebody snitched (he's a
stop snitching guy, btw) and the feds started investigating him. The state did too. I think it was a joint investigation. They got a wiretap.

Then a friend of his got burglarized and McGee and his friend knew who did it. So they talked about killing the guy, but apparently decided (or didn't) that instead they would pay 1000 to peel his cap back. I do know what that means btw, and you don't want that happening to anyone.

This is speculation now, but since there was a threat of violence the authorities had to do something. They couldn't just listen to his phone calls anymore, if somebody was going to get killed or hurt. Imagine the outrage if they didn't do something and the guy got hurt-- as they had info he would.

So the corruption investigation has to stop and they go with the info they have (snitches, bribes to undercover officers etc.) And so he gets charged and some info gets out (like he paid people five bucks each to vote for him in that recall election which he won in a landslide anyway. Seems to have a little Nixon in him).

So he's done, and no one should cry for him. It is sad for the black community, for other politicians (black and white), for Milwaukee as a whole (we're Chicago now) and yes, for Democrats. He's gonna get kicked around A LOT (he has been the bogeyman for years) and it may seem unfair. Except its not. They investigated him because they thought he was crooked, and it turned out he really was. One of our guys was an asshole. Sucks, but its true. Except, again, he's not a Democrat. Just another asshole.

Please remember that Steve Biskupic, the US Attorney who is pursuing (hunting? stalking? All correct) McGee, was shot down by the US Appeals Court in that district for convicting someone on NO EVIDENCE. The Appeals Court, in a highly unusual action, immediately threw out the conviction after hearing the appeal. Please note that a Milwaukee jury was willing to convict Biskupic on NO EVIDENCE.

Milwaukee justice is clearly deeply flawed. Whether it is also flawed in the case of Michael McGee remains to be seen.

Meanwhile, he's presumed innocent, except for those many who find delight in the charges brought against McGee by a misguided (on the record) US Attorney (sniffing Karl Rove, here Rove, errrr) and possibly and understandably hostile City officials.

But it does sound like McGee does have a way of getting into trouble. Clearly he is guilty of not being "nice" and annoying Milwaukee officials and white newspaper columnists.

Perhaps this is what should happen, but I object to Matt jumping the gun.

If all the politicians who buy votes go to jail -- I'm not saying ALL should not -- then we'd save a lot of money in printing election ballots. McGee may have been stupid enough to get caught, but maybe not.

I really question the RUSH to judgment by the Milwaukee-Journal Sentinel and some who may have their own agendas. And I question the need that some posters have to pledge their allegiance to a verdict that has not yet been given. This could be a huge setup.

Remember, US Attorney Biskupic got laughed out of the Appeals Court with his last political case that they heard. He is not a credible source, when it comes to politically charged cases. That record is real, unlike a lot of what Matt alleges to be true.

It's quite possible that the largely white establishment of Milwaukee has unfairly decided that they are going to give Michael McGee all of its barrels (and we're not talking about beer, here). McGee is in deep doodoo, for sure.

Gee, everyone has an opinion about who's innocent or guilty & who's got what motives based on ALMOST NOTHING in the way of facts. If you're gonna speculate, please label it speculation. That's what most of these hobby-horse riding posts are.

BTW, probably not your fault, since TV and defense attorneys spin it or get it wrong most of the time, but the "presumption of innocence" applies ONLY to the jury or judge who is asked to make the decision of GUILT or INNOCENCE. It does not apply to ANYTHING ELSE, and there is absolutely nothing wrong--ethically or legally--in coming to individual conclusions or arguing guilt or innoence in public without applying that presumption. On issues of bail, legally there is A PRESUMPTION OF GUILT. Yeah, really!! And there is absolutely nothing wrong in principal with suspending officials or employees etc from their duties pending trial when they are ACCUSED OF a crime.

As to Mr McGee, I have insufficient facts to even have much of an opinion. I'll follow the story with interest.

My main point has been exactly that.

Whenever a gang of white guys goes for the obnoxious black guy -- and Michael McGee has done a lot to be annoying, for sure -- we have ample precedent and reason to be particularly suspicious.

When Michael McGee Senior got knocked out of his Alderman seat because of whitey's gerrymandering, Michael McGee Junior took notice.

Who is taking notice at the knocking around that Junior is taking? The mayor and city council are not winning friends in the black community in Milwaukee.

This is not over by any means. I hope that McGee is largely innocent.

Another point: the leaking from the US Attorney's office and from Milwaukee government office seems to be huuuge. McGee may already have enough to gain a change of venue. I wonder if Biskupic should duck out of the case, given his outrageous misconduct in a recent case that had strong political aspects.

McGee should shut his mouth and hire the best attorney in the city. If he's guilty, he should start dealing now.

And for those who want to RUSH to judgment, I say hold off. If McGee is guilty, we don't want to mess up the judicial process with what will seem to many as a lynching party. Racism is everywhere in the US. Let's be honest, completely honest about this case.

The Appeals Court took a more severe view, and there opinion is the one that counts. They threw out a case where the US Attorney obtained a conviction BASED ON NO EVIDENCE (that is what the Appeals Court found) and there action was taken immediately after hearing the appeal. The US Attorney apparently duped a jury into convicting someone in a case that had strong political underpinnings.

Now we have the same US Attorney taking action against an elected official who is extremely unpopular with the white majority.

The US Attorney should recuse himself, given his outrageous misconduct in a recent case that also had clear political aspects to it.

Is Biskupic trying to dig himself out of the US Attorney scandal, which is after all a much more important story AND one that site visitors to TPMMuck expect to hear more about?

What about Biskupic, TPMMuck? Isn't he a more appropriate target for muckraking than McGee? Why focus on McGee and not Biskupic?

The rap against the FBI is that they don't get Ebonics--they took literally what (McGee claims) was meant only figuratively.

I realize that in the current politicized environment regarding defendants like McGee, it's easy to see a conspiracy under every rock, but some of you are paiting McGee as a political martyr, and living in Milwaukee, I can tell you that's an absurd notion.

I compare the McGee family to the Street family in Philadelphia. No one likes them and they are obviously crooked, but get enough black voters to see you as a martyr and you can become Mayor. Nevermind that they do litlle for their own neighborhoods, they still have a steady stream of bullshit they can peddle that enough people accept.

There's a good column in today's Milwaukee Journal-Sentinel about why a lot of folks, esp in the black community in Milwaukee are suspicious about the indictments, and about how McGee has been treated.

That doesn't mean McGee isn't guilty - he might be. But there are valid reasons why a lot of people don't trust the DA or the US Atty. Keep in mind that Milwaukee is one of the most segregated cities in the US - and Wisconsin has the largest black/white disparity in incarceration rates in the country (something like 17 to 1).

It's a much more fair read than what Steve5177 posted (Patrick McIlheran is a right-wing shill) or, frankly, than Will's article above)

This may be very interesting. The Milwaukee rags (I used to work for them before the Sentinal disappeared) have been running lots of anti-McGee stuff and it's good they are finally running a balanced piece.

Milwaukee is very segregated and substantial portions of the black and white communities are very alienated from each other, though for very different reasons.

John Krogman I've been following your posts here and you sound defensive about the McGees.
Earlier I posted a link to an article I found from a Google search, in an effort to give TPM readers a another point of reference.

In looking through your posts I do not see any links to anything about McGee. Having links that TPM readers can follow might help support your point of view and lead to others helping your cause. Then again, with the research skills of some of the posters here, it could lead to information that goes against McGee.

Keep us posted on developments in the case.

City council seat are non-partisan, so party affiliation is not relevant to the criminal charges filed against McGee. I'm guessing that the majority of his supporters vote for Democrats, in the same proportion as African Americans in the rest of the country.

Kudos to Ducky for saying what needs to be said: This is not about McGee's race. Voter embarrassment over McGee cuts across black/white lines. The lines are drawn along education and social status. As I said earlier, middle class blacks in Sherman Park tossed McGee, Sr. out of office 15 years ago.
