Gibbons: I Can Explain
Yesterday, we noted the FBI investigation of Nevada Gov. Jim Gibbons (R) and one particuarly troublesome email exchange in particular between Warren Trepp, the software exec who's being investigated for showering Gibbons with illegal gifts, and his wife:
On March 22, 2005, days before Mr. Trepp and his wife embarked on the Caribbean cruise with the congressman and his family, Jalé Trepp sent a reminder to her husband. "Please don't forget to bring the money you promised Jim and Dawn," referring to Mr. and Mrs. Gibbons.Minutes later, Mr. Trepp responds, "Don't you ever send this kind of message to me! Erase this message from your computer right now!"
Yesterday, Gibbons released a statement to the media in which he protested his innocence, but also provided an explanation of sorts for the email (which I'll note without comment):
In a statement issued Thursday... he said e-mail messages quoted by [The Wall Street Journal] were probably references to campaign contributions, which he said were lawful and reported in accordance with campaign finance laws.

I have researched the Federal Election Commission's and the Nevada Secretary of State's (SOS) website to review Governor Gibbons claim that those monies "promised Jim and Dawn" (see the e-mail exchange Mrs to Mr Trepp), were "probably references to campaign contributions , which he said were lawful and reported in accordance with campaign finance laws" (See WSJ article). It is not my intention to report anything but the facts as they present themselves in public documents.
1. Governor Gibbons campaign contribution and expense report that is filed by law and is available for review on the Nevada's SOS site seem to show no evidence that ANY contributions were reported by Governor Gibbons during the month alleged (March 2005), nor the following month, April 2005, from Jale or Warren Trepp, or Florence Trepp, nor from any of Mr. Trepp's 26 LLC on file with the Nevada Secretary of State Commercial Recording website.
2. Information from the Federal Election Commission website demonstrates that the last time either Warren or Jale Trepp contributed to "Gibbons for Nevada", the Governor's federal committe, was September 30, 2003.
A). Additionally, Warren Trepp is reported as contributing $2,100 to "Friends for Dawn Gibbons", the Governor's wife's federal committee, on March 21, 2005 (before the Caribbean cruise). Interestinly the FEC site indicates that Dawn Gibbons' committee returned $2,100 to Warren Trepp on September 7, 2006 (3 weeks after she lost her bid for her husband's seat in Congress;
B) According to FEC website, Jale Trepp contributed $2,100 to "Friends for Dawn Gibbons on March 21, 2005. Interestingly the FEC site indicates that Dawn Gibbons' commitee returned $2,100 to Jale Trepp on September 7, 2006.

Lies, lying, liar. Could Gibbons get a job as the night manager at McDonald's, I doubt it.

desmoulins wrote on February 17, 2007 10:00 AM:Today's Review Journal has a story that is supposed to back Gibbons up on the campaign contributions story, showing that Trepp, his wife, and his mother maxed out to Jimbo and his wife in a 2 month period before and after that email. But its still illegal to solicit or receive campaign contributions in exchange for any official action.
Gibbons is still denying that he's under investigation, but even the local community columnist, Jane Ann Morrison, who usually covers new casino openings and the like, says she has a source independent of the WSJ that confirms he is under investigation.
What?! wrote on February 17, 2007 10:49 AM:The R-J story is true that both Warren and Jale Trepp each contributed $4,200 ($2,100 for primary election, $2,100 for general election), to "Friends for Dawn Gibbons" BEFORE the Caribbean cruise. As Dawn Gibbons did not win the primary election, 2 U.S.C. 441 requires a refund of any "general election" contribution.
There were no other FEC filings attributed to the Trepps for the remainder of March nor all of April 2005 related to Jim Gibbons.
So Gibbons claim that it was a campaign contribution does NOT hold up and the title of the R-J article is misleading.
